Significant problem with Hellas Syros stadium. Without a fire safety certificate since the start of the season.

Hellas Syros is now required to play behind closed doors or at a different venue, according to a report from the Aegean and Crete Fire Department.

The issue of Hellas Syros' home stadium had already been raised by Panargiakos in mid-December, which led Super League 2 to send a letter to the General Secretariat of Sports, requesting that it examine whether the licensing conditions for the Ermoupolis Municipal Stadium are met. According to the information obtained from the Fire Department, the problem is real and particularly serious.

According to the official report of the Fire Department to the Ministry of Sports and local authorities, the Ermoupolis Municipal Stadium lacks a Fire Protection Certificate, a necessary document for the issuance of a category C1 sports facility permit.

The absence of this certificate means that the Cyclades team should have played all of its home games without fans present, until the relevant licensing process was completed.

The same report points out that, although the Committee for the Control of the Suitability of Sports Facilities of the South Aegean Region was established, the Fire Department officer who had been appointed as a member was never asked to sign the minutes, the recommendation or the control sheet, documents necessary for the issuance of an operating permit.

Consequently, as it emerges from the Fire Department Headquarters, Hellas Syrou is irregularly competing at the Municipal Stadium of Ermoupolis, where it has already played seven Super League 2 championship matches and two for the Greek Cup.

Particularly striking is the fact that one of the Cup matches was played against the second-place Olympiacos, in the presence of a large crowd of fans, which raises serious safety issues.

Based on the above, Hellas Syrou cannot compete again in Ermoupolis with spectators. Alternatively, the matches should be held behind closed doors or at another venue, until the Municipal Stadium obtains a Fire Protection Certificate.

At the same time, serious questions arise regarding the responsibilities for using the facility without a legal permit. There are, on the one hand, possible criminal liabilities for spectators entering a venue without an operating permit and, on the other hand, disciplinary liabilities, as the conditions for conducting the championship were altered.

Hellas Syros was obliged, after its promotion, to upgrade the stadium's operating permit from category B1 to C1. At the same time, the organizing authority was obliged to determine whether the stadium met the requirements of the new category, while the South Aegean Region - Cyclades Regional Unit, which issues the permits to conduct matches, also bears responsibility, since there was no legal operating permit in force.

Κεκλεισμένων των θυρών ή σε διαφορετική έδρα καλείται να αγωνίζεται στο εξής η Ελλάς Σύρου, σύμφωνα με αναφορά του Αρχηγείου Πυροσβεστικής Αιγαίου και Κρήτης.

Το ζήτημα της έδρας της Ελλάς Σύρου είχε τεθεί ήδη από τα μέσα Δεκεμβρίου από τον Παναργειακό, γεγονός που οδήγησε τη Super League 2 στην αποστολή επιστολής προς τη Γενική Γραμματεία Αθλητισμού, ζητώντας να εξεταστεί εάν πληρούνται οι προϋποθέσεις αδειοδότησης του Δημοτικού Σταδίου Ερμούπολης. Από τα στοιχεία που προκύπτουν από την Πυροσβεστική, το πρόβλημα είναι υπαρκτό και ιδιαίτερα σοβαρό.

Σύμφωνα με την επίσημη αναφορά του Αρχηγείου Πυροσβεστικής προς το Υπουργείο Αθλητισμού και τις τοπικές αρχές, το Δημοτικό Στάδιο Ερμούπολης στερείται Πιστοποιητικού Πυροπροστασίας, απαραίτητου δικαιολογητικού για την έκδοση άδειας αθλητικής εγκατάστασης κατηγορίας Γ1.

Η απουσία του συγκεκριμένου πιστοποιητικού σημαίνει ότι η ομάδα των Κυκλάδων όφειλε να έχει δώσει όλους τους εντός έδρας αγώνες της χωρίς παρουσία φιλάθλων, έως ότου ολοκληρωθεί η σχετική διαδικασία αδειοδότησης.

Στην ίδια αναφορά επισημαίνεται ότι, παρότι συγκροτήθηκε η Επιτροπή Ελέγχου Καταλληλότητας Αθλητικών Εγκαταστάσεων της Περιφέρειας Νοτίου Αιγαίου, ο αξιωματικός της Πυροσβεστικής που είχε οριστεί μέλος της δεν κλήθηκε ποτέ να υπογράψει το πρακτικό, την εισήγηση ή το φύλλο ελέγχου, έγγραφα απαραίτητα για την έκδοση άδειας λειτουργίας.

Κατά συνέπεια, όπως προκύπτει από το Αρχηγείο της Πυροσβεστικής, η Ελλάς Σύρου αγωνίζεται παρατύπως στο Δημοτικό Στάδιο Ερμούπολης, όπου έχει ήδη δώσει επτά αγώνες πρωταθλήματος Super League 2 και δύο για το Κύπελλο Ελλάδας.

Ιδιαίτερη εντύπωση προκαλεί το γεγονός ότι ένας από τους αγώνες Κυπέλλου διεξήχθη απέναντι στον νταμπλούχο Ολυμπιακό, παρουσία πλήθους φιλάθλων, γεγονός που εγείρει σοβαρά ζητήματα ασφάλειας.

Με βάση τα παραπάνω, η Ελλάς Σύρου δεν δύναται να αγωνιστεί ξανά στην Ερμούπολη με θεατές. Εναλλακτικά, οι αγώνες θα πρέπει να διεξάγονται κεκλεισμένων των θυρών ή σε άλλη έδρα, έως ότου το Δημοτικό Στάδιο αποκτήσει Πιστοποιητικό Πυροπροστασίας.

Παράλληλα, γεννώνται σοβαρά ερωτήματα αναφορικά με τις ευθύνες για τη χρήση της εγκατάστασης χωρίς νόμιμη άδεια. Υπάρχουν αφενός πιθανές ποινικές ευθύνες για την είσοδο θεατών σε χώρο χωρίς άδεια λειτουργίας και αφετέρου πειθαρχικές ευθύνες, καθώς αλλοιώθηκαν οι συνθήκες διεξαγωγής του πρωταθλήματος.

Η Ελλάς Σύρου όφειλε, μετά την άνοδό της, να αναβαθμίσει την άδεια λειτουργίας του γηπέδου από κατηγορία Β1 σε Γ1. Παράλληλα, η διοργανώτρια αρχή όφειλε να διαπιστώσει αν το στάδιο πληρούσε τις απαιτήσεις της νέας κατηγορίας, ενώ ευθύνη φέρει και η Περιφέρεια Νοτίου Αιγαίου – Περιφερειακή Ενότητα Κυκλάδων, η οποία εκδίδει τις άδειες διεξαγωγής αγώνων, εφόσον δεν υπήρχε σε ισχύ νόμιμη άδεια λειτουργίας.
